The French Parliamentary Permacrisis: The Dawn of a Fresh Governmental Reality
In October 2022, as Rishi Sunak assumed office as the UK's leader, he was the fifth consecutive UK leader to take up the position in six years.
Unleashed on the UK by Brexit, this signified unprecedented political turmoil. So how might we describe what is unfolding in France, now on its fifth premier in 24 months – three of them in the last ten months?
The current premier, the recently reappointed Sébastien Lecornu, may have secured a temporary reprieve on that day, abandoning Emmanuel Macron’s flagship pensions overhaul in exchange for support from Socialist lawmakers as the price for his administration's continuation.
But it is, in the best case, a temporary fix. The EU’s number two economic power is locked in a ongoing governmental crisis, the likes of which it has not experienced for decades – possibly not since the start of its Fifth French Republic in 1958 – and from which there appears no easy escape.
Minority Rule
Essential context: ever since Macron initiated an ill-advised snap general election in 2024, the nation has had a hung parliament separated into three warring blocs – the left, far right and his own centrist coalition – without any group holding a clear majority.
Simultaneously, the nation faces twin financial emergencies: its debt-to-GDP ratio and budget shortfall are now almost twice the EU limit, and hard constitutional deadlines to approve a 2026 budget that starts controlling expenditures are nigh.
Against that unforgiving backdrop, both Lecornu’s immediate predecessors – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were ousted by the assembly.
In September, the leader named his trusted associate Lecornu as his latest PM. But when, just over a fortnight later, Lecornu presented his government team – which turned out to be largely unchanged from before – he encountered anger from allies and opponents alike.
So much so that the next day, he stepped down. After just 27 days in office, Lecornu became the briefest-serving prime minister in recent French history. In a respectful address, he cited political rigidity, saying “party loyalties” and “personal ambitions” would make his job all but impossible.
A further unexpected development: shortly after Lecornu’s resignation, Macron asked him to stay on for two more days in a final attempt to secure multi-party support – a task, to put it gently, not without complications.
Next, two ex-prime ministers publicly turned on the struggling leader. Meanwhile, the far-right National Rally (RN) and radical left France Unbowed (LFI) refused to meet Lecornu, vowing to reject all future administrations unless there were snap elections.
Lecornu persisted in his duties, talking to everyone who was prepared to hear him out. At the end of his 48 hours, he went on TV to say he thought “a solution remained possible” to avoid elections. The leader's team confirmed the president would appoint a new prime minister 48 hours later.
Macron honored his word – and on that Friday appointed … Sébastien Lecornu, again. So recently – with Macron commenting from the wings that the country’s rival political parties were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Would he endure – and can he pass that vital budget?
In a high-stakes speech, the 39-year-old PM outlined his financial plans, giving the centre-left Socialist party (PS), who oppose Macron’s unpopular pension overhaul, what they were waiting for: Macron’s flagship reform would be frozen until 2027.
With the conservative Les Républicains (LR) already supportive, the Socialists said they would refuse to support no-confidence motions tabled against Lecornu by the extremist factions – meaning the government should survive those votes, scheduled for Thursday.
It is, however, far from guaranteed to be able to pass its planned €30bn budget squeeze: the PS explicitly warned that it would be seeking more concessions. “This move,” said its head, Olivier Faure, “is only the beginning.”
Changing Political Culture
The problem is, the more Lecornu cedes to the centre-left, the more he will meet resistance from the centre-right. And, like the PS, the right-leaning parties are themselves split on dealing with the administration – certain members remain eager to bring it down.
A look at the seat numbers shows how tough Lecornu’s task – and longer-term survival – will be. A combined 264 lawmakers from the RN, radical-left LFI, Greens, Communists and UDR seek his removal.
To achieve that, they need a majority of 288 votes in parliament – so if they can persuade just 24 of the PS’s 69 members or the LR’s 47 (or both) to support their motion, Macron’s fifth precarious prime minister in 24 months is, like his predecessors, toast.
Few would bet against that happening sooner rather than later. Although, by an unlikely turn, the dysfunctional assembly musters collective will to approve a budget this year, the outlook afterward look grim.
So is there a way out? Early elections would be doubtful to resolve the issue: surveys indicate nearly all parties except the RN would see reduced representation, but there would still be no clear majority. A new prime minister would confront identical numerical challenges.
An alternative might be for Macron himself to resign. After a presidential vote, his replacement would disband the assembly and hope to secure a parliamentary majority in the ensuing legislative vote. But this also remains unclear.
Polls suggest the next occupant of the Elysée Palace will be Le Pen or Bardella. There is at least an strong possibility that French electorate, having elected a far-right president, might think twice about handing them control of parliament.
Ultimately, France may not emerge from its quagmire until its politicians accept the new political reality, which is that decisive majorities are a bygone phenomenon, winner-takes-all no longer applies, and negotiation doesn't mean defeat.
Numerous observers believe that cultural shift will not be feasible under the country’s current constitution. “This isn't a standard political crisis, but a crise de régime” that will endure indefinitely.
“The regime … was never designed to facilitate – and even disincentivizes – the emergence of governing coalitions common in the rest of Europe. The Fifth Republic could be in its final stage.”
